The DIFC Proxy sh Integration Test failed because it expected GH_HOST to be globally available after start_difc_proxy.sh. Current proxy behavior is step-scoped env injection, so the test was asserting against outdated assumptions.

Root cause
- The CI job validated proxy startup by reading GH_HOST from ambient job env, but start_difc_proxy.sh does not export proxy vars via GITHUB_ENV.
Workflow change
- Updated .github/workflows/ci.yml (sh-difc-proxy job) to inject proxy env vars directly into the steps that require proxy routing:
  - Verify DIFC proxy started
  - Test gh CLI through proxy
  - Test actions/github-script with proxy env
Proxy env now explicitly set per step
