sandbox 0.3.0 is out; the peer range `>=0.1.2 <0.3.0` excluded it. Widen to `>=0.1.2 <0.4.0` so consumers can adopt 0.3.0 without an unmet-peer warning. No code change — agent-runtime typechecks + 314 tests pass against sandbox 0.3.0 unchanged.
