DefaultCLIVersion (the setup-cli pin for adopters who do not set cli_version) was still v0.1.0, so default adopters generated workflows running a 15-versions-stale, pre-hardening CLI. Bumped to v0.16.1 (current latest).
Regenerated the 5 byte-identical baseline goldens (version-string hunks only). Added a guard test (shape + a network-free MatchesLatestReleaseTag deriving the expectation from repo tags; skips on shallow/tagless checkouts) and a CONTRIBUTING rule so the default cannot silently rot again. Follow-up: the release flow should auto-bump this const.
Verification: build/-race/lint green, 3051 tests; guard tests fail-before/pass-after.
