The release pipeline now uploads step-agent_latest.* to GCS; the old step-agent-plugin_*_latest.* files are no longer refreshed. Update all user-facing download links to use the new names. Also normalizes the Windows filename form to step-agent_<arch>_latest.msi, since the step-agent_latest_<arch>.msi form does not exist on GCS. Fixes EFF-172
