Updates the manage-pods documentation to reflect that Pods with network volumes can now be stopped and terminated. Previously, the docs stated they could only be terminated.

Product behavior change confirmed by Anamika Nayak: Pods with network volumes can now be stopped and terminated with or without the Network Volume attached. Updated from <Note> warning about the limitation to a <Tip> about data persistence.
