HTCL
Adds Holomorphic TCL (HTCL). A variant of TCL focused on hardware IP specification with structural definition built into the language, or the whole shape if you will. Comes with language server, and an interpreter that uses the Vivado TCL interpreter as a backend.
Foundational work for having comprehensive vw projects that tightly integrate IP specification as maintainable code with the rest of the HDL workflow.
