The EONET section links to the deprecated v2.1 API documentation at
http://eonet.gsfc.nasa.gov/docs/v2.1. This updates it to the current v3 documentation athttps://eonet.gsfc.nasa.gov/docs/v3, and also upgrades the URL from http to https.
