Note on strict_min_version

Description

1. Add the information included in feedback on ‎browser_specific_settings version dot releases rejected by AMO ‎browser_specific_settings version dot releases rejected by AMO #43599 regarding the effect of March 2025 certificate expiration on practical values for strict minimum versions.
2. Moved the reference to the list of supported gecko versions under gecko.strict_max_version to make it more visible.
