Updates Kotlin to version 2.3.21 and KSP to version 2.3.7 in libs.versions.toml and MODULE.bazel. The maven_install.json file has been regenerated to reflect the updated artifact hashes and dependency changes, including additions and removals of packages within KSP artifacts.
