Adds consistent Agentic guardrails to AGENTS.md and a baseline .cursor/BUGBOT.md for Cursor Bugbot.

Notes

  • Worktrees were used locally to author this branch; no worktree policy was added to the docs.

Overview
Adds .cursor/BUGBOT.md with Bugbot review expectations (stay on latest head, avoid recommending force-push, prioritize behavioral issues, and defer to CI for formatting/static checks).

Introduces AGENTS.md with agentic guardrails for contributors/automation around fast-forwarding to the latest branch tip, prohibiting force-push of shared history, and keeping PRs focused with standard build/test/lint verification steps.

Closing as superseded: the same docs work landed via chore/agentic-guardrails-policy (merged), which includes autonomy-first policy, multi-repo guidance, optional rebase, and explicit force-push rules. This older branch was the first-pass duplicate.
