Adds .github/ISSUE_TEMPLATE/config.yml to disable blank issues and route questions / community support to Telegram and Discord. The GitHub Discussions contact link is left commented out because Discussions are not yet enabled on geevapp/geev (verified via gh api has_discussions=false); uncomment once enabled in repo Settings.
