This PR adds Tearing Effect (TE) synchronization to prevent screen tearing.
It introduces the
PanelTeControltrait to configure TE output on panels (implemented for generic DCS, ST7789, ST7735, GC9A01, CO5300) and addsGpioTeBusas a wrapper to asynchronously wait for the TE pin's falling edge before sending frame data.
