Backport of Foundation-Devices' arti upgrade onto the ffigen build. Bump arti-client, arti, tor-rtcompat and tor-config to the 0.36.0 / 1.7.0 release series. The only source change required is the SOCKS proxy entry point rename: arti::socks::run_socks_proxy becomes arti::proxy::run_proxy (same signature). Drop the now-unnecessary native-tls and tokio features from tor-rtcompat (pulled in transitively) to match the working upstream configuration. Cargo.lock regenerated; verified with cargo check.
