Refine participation-condition advancement and linked round UI

Summary

• refine participation-condition advancement rendering and split linked-round vs single-round copy paths
• add linked-round context to the round page and update Storybook fixtures and stories for dual-round scenarios
• move advancement copy into translations and add focused tests for WCIF helpers, cutoff panel, and round container
