chore: remove signal resource adapter package

Summary

• Remove the Threadplane signal resource adapter package and generated API docs.
• Remove the private chat proof adapter that projected signal-backed resources into the Agent contract.
• Drop the package from TypeScript paths, API-doc generation, release groups, CI, publish, provenance, and lockfile metadata.
