Add client tool continuation policy

Summary

• add a max-turn continuation policy with typed limit diagnostics for client tools
• surface typed lifecycle props to view/ask components while preserving existing status props
• extend the client-tools cockpit demos with terminal view coverage and abort-aware local tool scaffolding
