council_taxvalue everywhere instead of deriving it from band parameters. DropsCouncilTaxParams,calculate_council_tax,council_tax_calculated, and the associated tests — roughly 160 lines gone.The
council_tax_annualcolumn is still present in microdata output (it's a raw input field on the household).
