Adds a v26.23.2 section above v26.23.0 covering the persist S3 follow-up fixes shipped in the v26.23.1 and v26.23.2 patch tags: a memory regression where S3 fetch chunks retained shared HTTP pool buffers, and a CPU regression where Parquet decode walked many small fragment lists per read.
