This PR adds apps/web tsconfig, updates ESLint to include apps/web, tightens governance metadata typing and adds explicit types in risk-trends page. It also aligns CI artifact upload/download paths and retention. Verified locally: npm run format, npm run lint (warnings only), npm run prisma:generate and npm run build:backend succeeded.
