TechAPI was transferred from Seungpyo1007 to the GetTechAPI org. Update the submodule URL in .gitmodules and every workflow reference (checkout repository, repository-dispatch target, ls-remote URL, coverage issue repo) from Seungpyo1007/TechAPI to GetTechAPI/TechAPI. Redirects kept the old paths working; this makes them explicit.
