Adds repository agent guidance and baseline text-file encoding rules matching the TaskManagement guidance.\n\nFollow-up work after this PR: review public/protected APIs for missing XML documentation, especially public enums and enum values, and enable/document XML output where required.\n\nPreferred merge mode: rebase. Remote branch cleanup after merge is enabled at repository level when permitted.
