Add feature that automatically adjust `Node.flow_capacity`

Similar to https://github.com/toruseo/UXsim/issues/320, a feature that automatically adjust `Node.flow_capacity` after network construction could be useful to mimic macroscopic effects of signals (instead of explicitly define microscopic signals).
