Hook up Toolhive release notes Skill into release process?

Could we perhaps hook up https://github.com/stacklok/toolhive/tree/main/.claude/skills/release-notes into the release docs process?

@ChrisJBurns I think this would need to be wired into the release processes on the source repos in order to write/re-write the release description, not in the docs repo?
