Current behavior:

The product page for Ionic PWA Toolkit specifies:

The Ionic PWA Toolkit uses Ionic Framework’s ion-nav web component included in v4 for routing.

However, the Github project README specifies:

Stencil for the application logic and routing

Expected behavior:

Both sources of information should be the same, and accurate.
