Draft: Use LLM to generate weekly news

It’s hard to maintain the weekly news manually, so we’ll use an LLM instead.
To achieve this goal, we will implement a weekly news bot that uses Ollama and gpt-oss-20b to generate weekly reports.

The bot will be open-source, of course.
