Add CLI Documentation

With the CLI tool, there is no documentation currently. Users could only determine how it works by either looking at its source code or how the build target calls it.

Doesn't need a lot of documentation, just the requirements, inputs and outputs.

Probably worth also including how to install the CLI tool as it is a tool on NuGet.
