Describe the bug
Title.
The developer console cannot be opened if it has been bound to some specific keys. The keys of interest are LEFT ALT and RIGHT CTRL.
To Reproduce
- Ensure that the developer console option is enabled and that you can invoke it with the standard key (`)
- Go to the keybinds screen and rebind the console option to LALT or RCTRL
- Attempt to invoke the console and witness the fact that it simply leaves you on read (if you have the console open prior to rebinding it, the key will also NOT close the console, yet you still can close it with the backtick key!!!)

Expected Behavior
Not sure if these keys are reserved or something which is causing them to not work? The bindings are correct and they should work. If the keys are reserved or something similar, there should be an error message or the binding should be blocked. If not, then the bindings should just work.
Operating System
Windows 10 Home 10.0.19045, also witnessed on Windows 11
